I believe we use words to illustrate something that may be too complex or that might require deep explanation. Framing a problem is just as the name implies. People don’t hang pieces of pictures, unless it is for some art factor. By framing the problem we take it from obscurity and actually bring it to the front. Not only has that, framing a picture usually involved putting it in a central place where it can be revisited not only by the framer but also by others.
